The Western Cape Provincial Executive resolved to intervene in the Theewaterskloof Local Municipality in
accordance with the requirements of section 139(5)(a) of the Constitution of the Republic of South Africa, 1996,
read with section 143 of the Local Government: Municipal Finance Management Act, 2003 (Act No. 56 of 2003)
to respondtoanancial crisis and challenges in the provision of basic services in the Municipality.
The Mandatory Financial Recovery Plan was prepared by the Municipal Financial Recovery Service within
National Treasury. In line with the requirements of Section 142 of the MFMA, the mandatory FRP has been
designed to secure the Municipality’s ability to meet its obligations to provide basic services and its nancial
commitments and to place the municipality in a sound and sustainable nancial position as soon as possible.
The FRP was prepared for the municipality in accordance with the requirements set out in sections 141 and 142
of the MFMA.
This notice, therefore, serves to invite the public, including the local community, in terms of section 141(3)(c)(ii) of
the MFMA, to submit written comments in respect of the draft FRP within 14daysfrom the date of this publication.
Copies of the draft FRP, including the Implementation Plan and Status Quo Assessment, are available at the
municipal ofcesduringofce hours from 08:00 until 16:00.
The draft FRP, Implementation Plan and Status Quo Assessments are also published on the municipal website:
https://twk.gov.za.
Any person or organization wishing to comment on the draft FRP is requested to submit the comments in writing
within 14daysfrom date of publication by–
