To create a safe work environment and build a workforce that elevates Theewaterskloof Municipality and enables all who work at the municipality to achieve more than they can at any other organisation.
The HR Department has both corporate and operational responsibilities covering the development and maintenance of employment policies, procedures and systems and the provision for a range of services to managers and individual staff members. These services include labour relations, recruitment & selection, contract formation, job evaluation, remuneration, benefit (pensions, medical aid) administration, staff wellbeing and staff development.
HR (Benefit) Administration
Responsible for administration of the employment relationship for staff including; leave administration, benefit administration, contract letters, adjustments to contracts of employment, employment references, advice on policy and employment legislation as well as organisational design and job evaluation.
Labour Relations / IR
The Labour relations section strives to enhance good relations between management, staff and labour unions. It also provides a professional advice and guidance service to managers and staff on employee relations, disciplinary and grievance procedures and non-routine employment related issues.
Recruitment & Selection
This section aims to match the human resources of the municipality to the strategic and operational needs of the organisation and ensuring the full utilization and continued development of all staff.
The recruitment and selection process as contained in our policy are based on the following principles:
EAP (Staff Wellbeing)
Through this employee wellness program the municipality wants to promote health and wellness amongst all our staff members. Programs aim to encourage awareness of health related issues, improve morale, and to reduce cost of healthcare.
One important aspect of any employee wellness program is that the program is voluntary.
The goals of the employee wellness program can be defined and should include any combination of the following:
Employment Equity
The purpose of the Employment Equity Act 55 of 1998 (“the Act”) is to achieve equity in the workplace by promoting equal opportunity and fair treatment in employment through the elimination of unfair discrimination and implementing affirmative action measures to redress the disadvantages in employment experienced by designated groups, in order to ensure their equitable representation in all occupational categories and levels in the workplace. To this end the municipality committed itself to the eradication of unfair discrimination and the principles of affirmative action.
Education Training and Development
This section provides learning and development services for staff including; continuous professional development, team development, as well as leadership and management development. Also provides learning opportunities for the unemployed through structured learnerships.
The Occupational Health section provide a comprehensive occupational health service to assist Theewaterskloof Municipality in promoting physical and psychological well-being and prevent occupational illness and injury arising from work activity.
