Information and Communication Technology (ICT) undeniably plays a critical and foundational role in local government.
With the general growth in the ICT sector municipalities have become more reliant on ICT to aid in the delivery of services to their constituents. This covers everything from the generation of revenue, the paying bills, to the core services like the provision of utilities such as electricity and water. There are very few items that is not dependent on ICT and for this reason the Department of Communications promotes ICT as a catalyst for socio-economic development in South Africa. In the Western Cape we have now seen that ICT forms a significant part of the five(5) Provincial Strategic Goals.
With the inception of a dedicated Municipal ICT division in 2007 we have achieved great successes. Our objective is to align the municipal ICT environment with international best practice standards and the strategic goals of the Municipality and Western Cape Government. The division have created an internal “code” which they endeavor to uphold and which can be summarized as follows:
