The administration of the municipality complies with Part 7 of Act 117 of 1998 that requires that the municipal council must appoint a municipal manager who “is the head of administration and also the accounting officer for the municipality…”; as well as Chapter 5: Functions and Powers of Municipalities of the ACT clause 83 (1): “A municipality has the functions and powers assigned to it in terms of sections 156 and 229 of the Constitution.”
